Delegation of the High Administrative Court of Ukraine visited Tartu

On 18 May 2012, the Chairman of the Administrative Law Chamber of the Supreme Court of Estonia, Mr Tõnu Anton, received the delegation of the High Administrative Court of Ukraine, composed of Mr Kostiantin Koniushko and Mrs Ljubov Gonchar, judges of the High Administrative Court, Mr Stanislav Kotorobai, Head of the Staff at the High Administrative Court and Mr Oleg Glukhanchuk, President of the Odessa District Court. Justice Mr Ivo Pilving of the Administrative Law Chamber and Director of the Estonian Supreme Court Mrs Kerdi Raud hosted the visitors.
Delegation of Ukraine was composed of Mrs Ljubov Gonchar, Mr Kostiantin Koniushko, Mr Stanislav Kotorobai and Mr Oleg Glukhanchuk.
The Ukrainian judges were visiting Tallinn administrative court, Tallinn circuit court, Ministry of Justice, and the Supreme Court in Tartu during their study visit to Estonia and Lithuania. The purpose of the study visit was to support the administrative courts in Ukraine in developing the administrative jurisdiction in line with EU best practices. The study visit focused on case management and IT solutions in the administrative courts in Estonia and it was financed by the Twinning project in Ukraine.
The following topics were discussed at the meeting in Tartu:
1) organisation of work and the case-load in administrative law chamber;
2) self-governing system of judges;
3) execution of judgments of the European Court of Human Rights in Estonia;
4) evaluation systems and internal supervision of court managers in Ukraine.
