Parliament appoints Heiki Loot as Justice of the Supreme Court

​Heiki Loot, who has held the post of State Secretary until now, will start his new position at the Administrative Law Chamber of the Supreme Court on 3 December.

The post of Justice of the Supreme Court opened due to the retirement of the previous Justice, Indrek Koolmeister, on 30 June. Chief Justice of the Supreme Court, Priit Pikamäe, then announced an open application procedure to find a new Justice of the Supreme Court. Having heard from the Supreme Court en banc and from the Council for Administration of Courts, he nominated Heiki Loot as a candidate for the post.

“Heiki Loot has long-term and very versatile public service experience, and his role in initiating the drafting of legislative reforms and in building and developing state institutions has been remarkable,” explained the Chief Justice about this choice.

Heiki Loot graduated from Faculty of Law at the University of Tartu. In 1994, he started work as an Assistant for the Chief Justice of the Supreme Court. From there, he moved to the Ministry of Justice as a Head of the Department of Public Law. During the years 1998-2003, Loot was a Rector at the Estonian Academy of Security Sciences and from 2003 he has been working as a State Secretary.
