Kersti Kaljulaid, the President of the Republic of Estonia, has decided to bestow the 4th Class Order of the White Star on the Tartu County Court Judge, Andrus Miilaste; and on the Tallinn Circuit Court Judge, Ivi Kesküla. With these decorations of the Republic of Estonia, the state recognises that the dedication of these individuals to their professional work or to the community has made Estonia better as a whole.

"The decorations are a way of awarding recognition to the people of Estonia, and to our supporters in foreign countries, for their determination in activities and their loyalty to the principles that modern Estonia relies upon – openness and democracy, knowledge and an entrepreneurial spirit, caring and noticing others," said President Kaljulaid in her preface to the decision.

Andrus Miilaste was born on 16 May 1966 in Tartu. He graduated from the School of Law of the University of Tartu in 1992, and a year later, President Lennart Meri appointed him as a judge at Tartu County Court. He has worked in Tartu County Court for the whole of his service career, over the past 23 years. This year, Andrus Miilaste was also the recipient of the Badge of Honour of the Courts, which is a decoration awarded by the Estonian justice system.

Ivi Kesküla was born on 28 April 1963 in Saaremaa. She graduated from the School of Law of the University of Tartu in 1990. Ivi Kesküla has worked as a judge since 1991: first at Harju County Court, and since 1998 in Tallinn Circuit Court.  She is the chairwoman of the Criminal Chamber of Tallinn Circuit Court.
